Request for Proposals for Community Energy Resilience Analysis, Planning and Support

In response to the COVID crisis, and the resulting health and economic impacts on our community, SVCE has committed $10M to a suite of customer relief and community resilience programs. These programs aim to support economic recovery and increase community resilience while supporting SVCE’s mission of decarbonization. Half of this relief fund will be invested in community resilience, supporting both planning efforts and infrastructure development. These investments will help local jurisdictions improve community resilience during power outages from PSPS events and other causes such as earthquakes, flooding, extreme heat, etc. In addition, the program will support local clean energy jobs and regional decarbonization.

This RFP is focused on the planning component and is organized into the following four tasks:

2019 Request for Proposals (RFP) Carbon-Free Power Supply

2019 Request for Proposals (RFP) Carbon-Free Power Supply

Silicon Valley Clean Energy (SVCE) and Monterey Bay Community Power (MBCP) offer the Joint Request for Proposals for Carbon-Free Power Supply (“Joint RFP”) to purchase supply from Renewable Portfolio Standard (RPS) eligible projects. Combined, SVCE and MBCP are seeking up to 800,000 MWh of annual carbon-free energy to help achieve RPS and reliability needs. Deliveries to start as early as January 1, 2021, but no later than December 31, 2022 and for a minimum term of ten (10) years.

The RFP Protocol does not include a limit to the number of unique offers an entity may submit; however in the Bidder’s Webinar there was reference on slide #18 that Participants were limited to only 8 unique offers.  After deliberating on this limitation, SVCE and MBCP would like to clarify that there are no limitations on the number of offers a Participant may make into this RFP.  SVCE and MBCP do highly encourage that Participants limit the number of offers per project to 10- 15- and 20-year tenors.

2017 Request for Offers – Carbon-Free Energy with Storage

SVCE, along with Monterey Bay Community Power (MBCP), solicited offers for Carbon Free Energy with Storage.

The goal of this Joint RFO is for SVCE and MBCP to each enter into one or more long-term Power Purchase and Sale Agreements (PPAs) to secure up to 700 GWh per year of energy, combined, from Carbon Free generation facilities.  For Solar PV generating facilities to bid into this RFO, the offer had to contain an Energy Storage Facility.
